General Administration of Quality Supervision, Inspection and Quarantine’s Notice on the Special Spot Inspection of National Supervision of Air Purifier Product Quality in 2016

According to the provisions of the "Product Quality Law of the People's Republic of China" and the "Measures for the Administration of Product Quality Supervision and Spot Inspections", in 2016, the General Administration of Quality Supervision, Inspection and Quarantine organized a special spot inspection of national product quality supervision on air purifier products (hereinafter referred to as the special spot inspection). The relevant situation is now reported as follows:
1. Basic situation
This time, 61 batches of products produced by 56 companies in 8 provinces (cities) were randomly inspected, and 21 items in three aspects including product safety indicators, performance indicators and electromagnetic compatibility indicators were inspected. After inspection, 46 batches of products from 42 companies were qualified, and the product spot inspection pass rate was 75.4%. Fifteen batches of products produced by 14 companies were unqualified, and the detection rate of unqualified products was 24.6%. According to the production scale of enterprises, the numbers of large, medium and small enterprises in this random inspection accounted for 48.2%, 25% and 26.8% of the total number of enterprises inspected respectively, and the detection rates of unqualified products were 10%, 43.7% and 33.3% respectively.
2. Main features
First, it covers well-known brands. This random inspection is a national supervision spot inspection of air purifiers, covering well-known brand companies in the industry, and the number of companies inspected is nearly one-fifth of the total number of manufacturing companies in the country. In this spot inspection, large enterprises accounted for about half of the total number of enterprises inspected, and the pass rate of products of large enterprises in spot inspection reached 90%.
The second is to carry out performance indicator comparisons. Combined with the work of improving the quality of consumer goods, we carry out inspections and comparisons of product performance indicators during spot checks, and test six core performance indicators such as particulate matter clean air volume (CADR), formaldehyde clean air volume (CADR), particulate matter purification energy efficiency (efficiency), formaldehyde purification energy efficiency (efficiency), particulate matter cumulative purification volume (CCM), and noise for all randomly inspected products, and rank them according to individual test values to guide consumers to make scientific and reasonable product choices.
The third is to pay attention to the implementation of the new national standards. Among the 61 batches of products inspected this time, 35 batches of products comply with the new national standard GB/T 18801-2015 "Air Purifier" implemented on March 1, 2016, accounting for 57.4% of the total number of products inspected. For products that do not implement the new national standards, their performance indicators will be judged according to the implementation standards and stated quality requirements of the products under spot inspection.
The fourth is to highlight the concentrated production areas. This time, products from industrial clusters such as Shanghai, Jiangsu, Zhejiang, and Guangdong were randomly inspected. The pass rates of products in Zhejiang Province and Guangdong Province both exceeded 85%. The pass rates of products in Shanghai and Jiangsu Province were below the average pass rate of this spot inspection.
3. Analysis of spot check results
In this special spot inspection, protection against contact with live parts, input power and current, leakage current and electrical strength at operating temperature, resistance to moisture, leakage current and electrical strength, stability and mechanical hazards, structure, internal wiring, components, power connections and external flexible wires, connections 21 items including local measures, radiation toxicity and similar hazards, harmful substance release, particulate matter clean air volume, formaldehyde clean air volume, particulate matter cumulative purification volume, particulate matter purification energy efficiency (efficiency), formaldehyde purification energy efficiency (efficiency), noise, continuous harassment voltage, continuous harassment power.
After inspection, the main quality issues of unqualified products involve three aspects: safety indicators, performance indicators and electromagnetic compatibility indicators, mainly including protection against contact with live parts, leakage current and electrical strength at operating temperature, leakage current and electrical strength, stability and mechanical hazards, internal wiring, components, power connections and external soft wires, particulate matter clean air volume, particulate matter cumulative purification volume, formaldehyde purification energy efficiency (purification efficiency), noise, continuous harassment voltage, continuous harassment power, etc. A total of 13 items were unqualified.
First, among the unqualified electrical safety items, 1 batch failed in protection against contact with live parts, 3 batches failed in leakage current and electrical strength at operating temperature, 1 batch failed in leakage current and electrical strength, 1 batch failed in stability and mechanical hazards, 1 batch failed in internal wiring, 2 batches failed in components, and 3 batches failed in power connections and external flexible wires.
Second, among the problems of unqualified performance items, 2 batches of particulate matter clean air volume failed, 1 batch of cumulative particulate matter purification volume failed, 3 batches of formaldehyde purification energy efficiency (efficiency) failed, and 5 batches of noise failed.
Third, among the problems of unqualified electromagnetic compatibility projects, 8 batches of continuous disturbance voltage were unqualified, and 4 batches of continuous disturbance power were unqualified.
4. Work requirements
In response to the problems discovered in this national supervision and spot inspection of product quality, the quality and technical supervision departments (market supervision and management departments) of all provinces (autonomous regions and municipalities) must do a good job in post-processing in accordance with the provisions of the "Product Quality Law of the People's Republic of China" and the "Measures for the Administration of Product Quality Supervision and Spot Inspections" and other laws and regulations:
(1) For manufacturing enterprises whose product quality fails to meet the standards in this random inspection, post-processing work must be carried out in accordance with the law. Enterprises are ordered according to law to stop producing and selling substandard products, and supervise their destruction or make necessary technical treatments in accordance with relevant regulations.
(2) In view of the prominent quality issues reflected in this spot inspection, such as leakage current and electrical strength at working temperature, formaldehyde purification energy efficiency (efficiency), noise, continuous disturbance voltage, continuous disturbance power, etc., it is necessary to increase the intensity of follow-up follow-up supervision and inspection of production enterprises.
(3) Notify the local government and relevant departments of the unqualified products in this random inspection, take effective measures to urge enterprises to implement the main responsibilities for product quality and safety in accordance with the law, guide enterprises to organize production in strict accordance with standards, and effectively maintain product quality and safety.
